The wind ripped off roofs and tore down signboards as rising seas flooded streets and waves crashed along the shores of the Bosphorus.
The winds also blew away roofs, uprooted trees, damaged several vehicles, and knocked down traffic lights.
Four people were killed, including a foreign national, and dozens hurt, the Istanbul Governor's Office announced.
